Linda Hines was named Chief Executive Officer (CEO) in September 2016, after serving as Chief Operating Officer and Vice President of Medical Management. She joined Virginia Premier in 1996.
A licensed registered nurse, Linda holds a bachelor’s degree in nursing, a master’s degree in nursing administration and an MBA from Virginia Commonwealth University.
Under Linda’s leadership, the company has expanded its business from primarily Medicaid managed care to include Medicare coverage and individual and family plans on the federal marketplace.
Active in civic affairs, Linda currently serves on the State Board of Health and has shared her expertise with other organizations such as Planned Parenthood and the Virginia Nurses Association and VCU Health’s Institute of Women’s Health Professionals.
As Associate Chief Information Officer (CIO) since March 2017, David Summers is responsible for IT strategy. This includes promoting technological innovation and competitiveness, and enhancing the integration of Virginia Premier’s information infrastructure with that of VCU Health System.
David holds a Bachelor Science of Health and Human Services from Hampton University, a Master of Science in Information Systems from Virginia Commonwealth University a certification in Professional Healthcare Information and Management Systems (Six Sigma Black Belt) along with being certified in Gerontology and Mortuary Science.
Appointed in July 2017, Alicia Turner leads the operational areas of Human Resources and Organizational Development, Member Operations and Transportation, Program Management and the Initiative Management Team.
Prior to this, Alicia was Virginia Premier’s Vice President of Human Resources since January 2005. Alicia has been instrumental in the development of business strategy and in ensuring the success of new lines of business, and in building a team of talented employees.
Dr. John Johnson has been Virginia Premier’s Chief Medical Officer since June 2017. Previously, he served as Senior Medical Director for WellCare Health Plans in Atlanta, and as the Founder and Medical Director of West Atlanta Internal Medicine.
John graduated from Rutgers University New Jersey Medical School and completed his internal medicine residency training at Emory University in Atlanta. He earned an MBA from Emory University School of Business with a focus on health care management, and has served as a colonel in the United States Army Reserves Medical Corps since 1997.
Chief Financial Officer Timothy Carpenter is responsible for the oversight of all finance and accounting functions at Virginia Premier, with authority for managerial and operational accounting, financial statements, reporting, and fiscal policy interpretation. He is also responsible for organizing and managing the finance department, and serving as the gatekeeper through which all financial information within the company flows.
Tim has been with Virginia Premier for over 15 years, and has more than 30 years of health care experience. He is a member of Virginia Premier’s board as well as of VCU Health System’s Finance and Property Committee.
